Using archival records in the reading room
Legal grounds
- Art. 90, p. 1 of the Law on the National Archival Fonds (LNAF);
- Art. 12 of the Regulation for the procedure of use of the National Archival Fonds' records.
Specification
Archival records can be used at the reading rooms of the state archives, structural units of the “Archives” SA. Access to the reading rooms and the rules for using them is regulated by the Rules for the procedure and the organization of the archival records' use in the “Archives” SA. All users of archival records at the state archives’ reading rooms receive reading cards. Users which have reader’s card can submit application for using archival records without having to pay state fee.
Original records are not provided if there are available copies or if they have been published – when they have been published in full without abridgments (Art. 18 (1) of the Regulation for the procedure of use of the National Archival Fonds' records). Original particularly valuable records and fragile or damaged records will not be provided (Art. 18 (2) of the Regulation for the procedure of use of the National Archival Fonds' records).

“Central State Archives” Directorate, “State Military Historical Archives” Directorate – Veliko Tarnovo and the “State archives” departments.

Term for providing the service
- Requests for records, kept at the archives’ repositories in the building of the respective state archives and submitted by 12:00 will be completed by 12:00 of the next working day;
- Requests for records, kept at the archives’ repositories outside the building of the respective state archives will be completed by five working days;
- The term for completing the request starts from the day of the request submission and for those submitted after 14:00 – from the next working day.
Internal service proceedings
- Following the successful registration of the application in the records management system of the “Archives” SA the applicant receives notification on the provided email address, containing information about: unique registration identification (URI) number of the application in the records management system of the “Archives” SA, the date of the application registration and unique numerical access code. With this information the applicant can track the progress on his or her document in section “Service status” in the “Archives” SA electronic services portal.
- The following steps in the process of application processing are detailed in the Law on the National Archival Fonds (LNAF), the Regulation for the procedure of use of the National Archival Fonds' records and the Rules for the procedure and the organization of the archival records' use in the “Archives” State Agency.
Note: If the application is incomplete (text not properly completed or lack of information for issuing reader’s card), the applicant shall be notified with instruction to fix the problem within three days (art. 30 of the Administrative Procedural Codex).
Service outcome
Provided archival records and microfilms at the reading room of the respective state archives.
